Tournaments will be governed by the Official NFHS Rules with the following exceptions:
BIRTH CERTIFICATES:
All players must bring copies of birth certificates - They will only be checked upon request by Tournament Director or Umpires. **Penalty - If player is not of age and or birth certificate cannot be produced, he will be unable to play the remainder of the tournament and that game will be forfeited. Tournament Director or Umpires may also remove that team from the tournament at their discretion.
AGE DIVISIONS: Age Divisions will be determined by your age on April 30, 2024.
- 9u – Must be 9 or younger on April 30, 2024
- 10u - Must be 10 or younger on April 30, 2024
- 11u - Must be 11 or younger on April 30, 2024
- 12u - Must be 12 or younger on April 30, 2024
- 13u - Must be 13 or younger on April 30, 2024
- 14u – Must be 14 or younger on April 30, 2024
PLAYER ELIGIBILITY:
No player may play with more than one team in the same age division. However, a player may play up an age division and play with more than one team. (To be eligible for bracket games a player must play in at least 1 pool game; any other situation must be approved by Tournament Director.)
TOURNAMENT FORMAT:
Seeding for bracket play will be based on pool play games. Seeding for bracket play will be based on the Tiebreaker Rules. Bracket play will be played on Saturday.
9U DIVISION EXCEPTIONS TO THE RULE:
- Leading Off is NOT allowed.
- Base runners may steal or advance to any base after the ball crosses home plate. If a Runner leaves early the player will be called out.
- The play is over on a batted ball when the pitcher is on the mound with the ball or the umpire has called time out.
- Batter is automatically out on a 3rd strike. (No dropped 3rd strike rule will be in effect).
- 6 runs per half inning: After the 6th run scores in an inning, there is a hard stop and teams exchange offense and defense. (Example: Team A is up to bat with bases loaded and they have already scored 5 runs in the current inning. If the batter hits a triple, only the 6th run will count and that half inning is over. Any additional runs scored on the play will not be counted.)
- In Pool Play, the last inning, due to time or being the 6th inning, will still be played even if the trailing team is too far behind to catch up. 6 runs per inning rule will apply in last inning, not unlimited runs. Mercy run rule still applies.
- In Bracket Play, once the umpire has declared the final inning, both teams may score unlimited runs in the final inning.
10U DIVISION EXCEPTIONS TO THE RULE:

"OPENING DAY AT ROHMER PARK" EXCEPTIONS TO THE RULES
- In pool play, all games will be 6 innings or no new inning after 1 hour and 20 minutes. In Bracket Play, games will be 6 innings or no new inning after 1 hour and 25 minutes.
"HALLOWEEN HAVOC" EXCEPTIONS TO THE RULES
- For 11u, 12u, 13u, and 14u age divisions, 8 runs per half inning: After 8 runs score, teams exchange offense and defense.
- In pool play, all games will be 6 innings or no new inning after 1 hour and 20 minutes. In Bracket Play, games will be 6 innings or no new inning after 1 hour and 30 minutes.
- In Pool Play, the last inning, due to time or being the 6th inning, will still be played even if the trailing team is too far behind to catch up. 8 runs per inning rule will apply in last inning, not unlimited runs. Mercy run rule still applies.
- In Bracket Play, once the umpire has declared the final inning, both teams may score unlimited runs in the final inning.
- Players will be allowed to wear costumes on Saturday, if they choose. Additionally, coaches and parents can bring candy to give to opposing teams for simulated "trick or treating" after the game.
TOURNAMENT RULES AND REGULATIONS
- Highest seed will be given the option to be home or away for bracket games.
- Unless otherwise stated above, all Pool Play Games in 14u Division will be 7 innings or no new inning after 1 hour and 30 minutes. Pool Play Games in 8u, 9u, 10u, 11u and 12u Divisions will be 6 innings or no new inning after 1 hour and 30 minutes. In Pool Play, in the event time is expired and the game is tied, the game will end in a tie. No tie breaker innings will be played. If time is not expired use the International Tiebreaker rule to break the tie. In bracket play, games will be no new inning after 1 hour and 30 minutes, except in the 14U division, which will be no new inning after 1 hour and 40 minutes. In Bracket Play, if game is still tied after time has expired, use International Tiebreaker rule to break the tie.
- Mercy Rule: 9 runs after 5 innings. 12 runs after 4 innings. 15 runs after 3 innings, or 9 runs after 1 hour and 25 minutes.
- 4 innings or 1 Hour constitutes a complete game when delayed or called because of inclement weather or unsafe field conditions.
- Batting Order Re-entry Rule: Starters may only re-enter one time and in the same spot in the batting order.
- Batting Order: There is no limit to the number of players you have in the batting lineup. A team must bat a minimum of 9 players.
- Unlimited Defensive substitutions. Your defensive lineup is non-related to your batting order. A player may play defensively even if they are not in the batting lineup.
- No Restrictions on Cleats. Bats Must be 1.15 BPF Stamped.
- Pitchers are not allowed to wear metal cleats on the portable mounds or turf infields.
- 14u and up are required to use BBCOR bats.
- Speed-up rule/courtesy runners will be allowed for the pitcher or catcher at any time. The courtesy runner will be someone not currently in the game or if the team has no players on the bench, the last batted out, or the last batter in the case of switching due to 6 or 8 runs scored in the previous half inning. A courtesy runner may only run one time per inning; substitute player can only run for pitcher position or catcher position, not both.
- Home team will be official scorer unless otherwise designated by umpire. Put starting time in the book.
- Protests will not be allowed on judgment calls. Protests must be handled at the time of protest - Umpire can confer with the Tournament Director for help on ruling.
- We will enforce an avoid contact or must slide rule at all bases. If there is malicious contact at any base, the runner will be called out and ejected. It is the discretion of the umpire if the runner is trying to avoid contact or a collision, or if a slide is warranted. This is a judgment call by umpire and is not open to discussion or protest.
- A must slide rule will be in effect when an infielder is attempting to turn a double-play at third and second base. If the runner is not close enough to merit a slide, he must peel away from the baseline. The trailing runner will be called out only if the lead runner on the double play not sliding or peeling away affects the defensive play. (Example: if there is a runner on first and the ball is hit to the second baseman who flips it to the shortstop at second base, the lead runner coming into second must slide or peel off. If he does not slide or peel off and the umpire determines that the shortstop cannot throw the ball to first or it in any way affects the throw to first, then both the runner coming into second and the runner going to first will be called out.)
- Illegal Action: A batter will be called out for illegal action if the player fakes a bunt and then takes a full swing. If a team does this twice, they will forfeit the game and be immediately disqualified from the tournament. This is a safety concern for charging infielders and there will be zero tolerance for this.
- Please have a Catcher available to warm up your Pitcher between innings when your Catcher is not ready. Keep games on time.
- Pitchers - Maximum of 5 warm-up pitches between innings.
- No infield before games. Get teams in the dugout and have your teams ready to play before game time.
- End of game – Remove garbage from dugout and clear dugout in a timely manner. Hold post game discussions outside of the field.
- Show respect to the umpires, your players, your opponents and most of all the great game of baseball.
- Any excessive unsportsmanlike conduct by players, coaches, or fans may result in removal from game, possible forfeiture of game plus possible ban from future tournaments. Please do not let players dig holes in outfield grass.
- The batting team is responsible for foul balls - there is not an unlimited supply of balls. If a team chooses to keep a home run ball, they must replace it with a new game ball.
- Coaches - you are responsible for your fans' conduct.
- Once the schedule is posted, it will not be modified or changed. It is the responsibility of the Coach to make the tournament director aware of scheduling conflicts before the schedule is posted. If a team has a conflict and cannot make a time work, then they will forfeit the game or games and no refund will be given.
- Teams are allowed to play with only 8 players. However, they will be required to take an automatic out in the lineup for the vacant spot of a 9th player. If a team has less than 8 players, they will forfeit the game.
- The official scorebook for the tournament will be kept through the GameChanger app. The home team will be the official book for all games, and they must score the game that is connected with the tournament. The coaches of both teams should verify the score at the completion of the game. Any discrepancies in the scorebook should be brough to the attention of the tournament director as soon as possible.

PITCHING RULES:
- Maximum Pitches in the Tournament = 120
- Maximum Pitches in One Calendar Day = 85 (Note: This is a "per day" rule not a "per game" rule)
- If a player throws more than 50 pitches in one calendar day, they must rest a minimum of 36 hours before pitching again. (For example, if a pitcher throws 51 pitches on Friday, they are not eligible to throw on Saturday.)
- Only the starting pitcher may return to pitcher position after being removed from pitcher position.
- Pitch Counts will be kept through the GameChanger app. Each team will be responsible for verifying the official GameChanger scorebook kept by the home team for pitch counts. Any discrepancies should be brought to the Tournament Director's attention as soon as possible. This is our only way of tracking pitching.
- If a coach has a question about the opposing team's pitching log, he may bring it to the attention of the Tournament Director. A coach may not request the pitching affidavit from the opposing coach.
- If the Tournament Director determines that the pitcher in question is ineligible to pitch, the pitcher will be removed from the mound at the time of discovery. This is not a retroactive rule - The pitcher will be removed after discovery.
TIE BREAKER RULES FOR ADVANCEMENT AND SEEDINGS:
- Best Record. If there is a tie between teams for best record, then the next tie breakers are used until a winner is determined.
- Head to Head (tied teams). Does not apply if all tied teams have not played each other or have at least one win and one loss against all other tied teams.
- Fewest runs allowed to all opponents.
- Runs scored on all opponents.
- Record against a Common Opponent. A "Common Opponent" is defined as: A team or teams that all tied teams have played. This only applies if ALL tied teams have played a common opponent.
- Fewest runs allowed to Common Opponents. A "Common Opponent" is defined as: A team or teams that all tied teams have played. If the tied teams have a common opponent - the runs will be totaled for only the Common Opponents. Keep in mind; you cannot play yourself, so runs that other teams allowed to your team or that you allowed to their team are not considered. This only applies if ALL tied teams have played a common opponent.
- Coin Flip by the discretion of the Tournament Director.
- Note that the standings in the GameChanger app for the tournament are based on record and run differential, so the rankings in the app may not accurately reflect the actual standings.
REFUND / CANCELLATION POLICIES:
- Refund/Cancellation Policy -100% refund - Cancellation 14 or more days prior to Tournament. 75% refund - Cancellation 7 or more days prior to Tournament. No refund - Cancellation less than 7 days prior to Tournament
- Weather/Rainout Refund Policy -80% refund if no games are played. 60% refund if 1 game is completed. No refund if 2 or more games are completed.

- 9u - No Lead offs - No drop 3rd - Mound 46' - Bases 60'
- 10u - No Lead Offs - Caught 3rd in effect - 46' Mound - 60' Bases

TOURNAMENT CODE OF CONDUCT:
The main purpose of Rohmer Baseball Tournaments is to give young baseball players a fun, positive, exciting tournament experience. Over the past decade, unsportsmanlike incidents involving fans, coaches, players, and umpires have been on the rise. There is no place in youth sports for this type of behavior. We do our best to provide competent, knowledgeable, and professional umpires. However, our umpires and staff are human and make mistakes just like everyone else. We ask that players, coaches, and fans respect each other and the umpires by adhering to the following rules:
- Absolutely no swearing, name-calling, taunting, or abusive language.
- No arguing calls from the stands. Excessive arguing or complaining from fans or coaches is not productive and will not be tolerated.
- Only head coaches will be allowed to dispute calls with the umpire or tournament director.
- No fighting, threats of violence, bullying, or creating a hostile environment for players, fans, umpires, or staff.
- No throwing foreign objects onto the field of play.
- Respect the park by picking up after yourselves and refrain from damaging any property or equipment.
Violating any of the rules of conduct described above may result in ejection from the game or park, game forfeiture, dismissal from the tournament, and/or bans from future tournaments.
